The article is devoted to the problems of creation and development competitive and market strategies for region-formative enterprises, which define the common development dynamics in regions and in the country on the whole. It grounds the necessity of transition to adoptation of the fundamental economic concept of competitiveness and market strategy formation by these enterprises taking into account the peculiarities of market development in each region. In the condition of crisis such strategy within the bounds of large-scale economic transformation must be supplemented by reasonable policy of country’s leaders, branches and all the economic parties.

Modern federal target grants in which purposeful economic activity is proceeded and inspired on commercial basis become the synthesis between “touch plan” and “free market” A new approach towards the fulfillment target grants planning in the field of regional development is fixed in provided scheme of government body system by the author. The experience of economic policy of foreign countries is used in the suggested approach, particularly target grants aimed at overcoming irregularity of territories development.

The article reveals the analysis of investment climate including investment potential and noncommercial risks on the example of Nijniy Novgorod region in the period of 1997-2007. Experience of admitted decisions by the government of a region, their substantially high economic efficiency is proved in practice gives a foundation to judge about a region as the most attractive potential investors including foreign.

In the region of Arid zone the problem of water supply gains the top priority. In order to solve it a special program is launched in Kalmikiya and its implementation has an impact on the economic development of the territory. The author analyzes the program as an example of a practical decision of overcoming a regional problem with the cooperation of efforts between federal center, Administration of the Republic and local municipals.

In Buryatiya owners of personal subsidiary plots are not wholly ready to set up personal subsidiary plots on the base of farming. Statistics and conducted surveys prove this. Author’s developed models of personal subsidiary plots allow to determine minimal criteria’s points that can be used to examine farming. Intensification of farming sector can lead to the development of agriculture.

The article retraces stages of the establishment of original economic model of Russian Old Believers and formation of it “gold century” suddenly appeared in 1917. It proves that perceived “dark religious fanatics“ or Russian Old Believers managed to create their own version of capitalism. Nonrandomly, “Old Believers’ ethics” of entrepreneurship in the beginning of XX century was the mostly dynamic growing economic project that promised huge possibilities in the nearest future of that time.

Comparative analysis of countries-producers with highly developed movie industry allowed to make a conclusion that the ideal model of a movie company on the current stage of development of Russian movie industry is a vertically integrated holding with a complete cycle making movie produce on its own capacity. Viability of a company of this kind is related to a project control on each stages of its realization and above all to the possibility of avoidance of money flow division with outside contractors.

The article reveals peculiarities of financial risks management in small-scale innovative enterprises in conditions of special economic, technical and innovative zones. The core emphasis is made on revelation of specific characteristics of small-scale innovative enterprises and the most significant financial risks that accompany each stage of their development. It also defines objects of influence and possible reasons of financial risks. The authors provide strategies for risks processing and recommendations for their minimization depending on the development stage of small-scale innovative enterprises. The article evaluates the role of technical and innovative zones in financial risks management as well.

The article also dwell on institutions and tools of social policy based on social legislation, structural funds, social dialogue and open coordination of social policy on the level of members of EU and on the system of social security.
