By the example of monotowns the article considers general problems concerning the development of educational services and labor micromarkets under the crisis of 2008-2009. It also analyzes the adaptation mechanisms, offered to the municipal entities, of higher risk groups of able-bodied population (graduates of higher education institutions and colleges, working young people) to the altered labor market demands. The institutions as active participants in educational services market should update the educational programs taking into account post-crisis demands of regional social and economic relations.

Specialists in economic theory and finances occasionally discuss the controversial and arguable question about modern money and the role of gold in economy. The article considers the evolution of the role of gold in the monetary systems of the XX century, indicates the basic factors accounting for the break between currency circulation and the precious metal, and defines the perspectives of using gold as an element of currency circulation.

The article assesses the influence of tariff measures on the establishment of the Russian oil industry, specifies the role and importance of customs tariff in the transition of the Russian Empire from using imported kerosene to the production of home-made one, and also the appearance of national producers on the world market. The article shows that the opportune introduction of customs tariff along with abandoning tax farming system in 1872 and excise tax on oil products in 1877 played a most important part in establishing the country as an oil superpower.

The article structures the factors influencing the organization and effectiveness of managing municipal finances under present conditions. It also analyses the differences between the mean national budget and the budget of the city of Lipetsk in 2006-2009; and the systems of assessment of the local self-government bodies effectiveness adopted on federal level and in Lipetsk Region. One of the basic directions of innovative development of the Russian economy should be the stimulation of university research. As most university needs cannot be financed out of state budget, Russia resorts to the experience of American endowment funds which is considered the most successful. On the basis of the American practice Russian endowments have already developed approaches and procedures of forming capital, investment strategies and income distribution policy. However, the adaptation of foreign experience to the Russian specific features is hampered by fundamental and technical problems of functioning of funds. Their solution demands first of all legal system adjustment.
