The author considers modernization issues in Russia and to what extent the country is ready for historic changes. The conclusions about catching up character of Russian modernization and its inevitability are shown as quite obvious. The article considers the issue of uncompetitive economic environment highlighting the lack of social incentives for economic modernization and, finally, resistance to modernization.

The article analyzes new tax initiatives concerning taxation and pension funds. The aim of the reforms is a search for the new fiscal sources and savings. Making local social situation manageable by program involves restructuring the mechanism for tax-and-investment planning not only for companies, but also for individuals. The authors highlight the necessity to diminish intolerable tax burden emphasizing the management of financial instruments.

The article considers one of the fundamental notions of neo-institutional economic theory, transaction costs. The authors substantiate the necessity of introducing the notion of transaction costs of payments into academic circulation. The article contains the definition of the notion and its structural elements. It also analyzes the contents of direct and indirect payment costs. The authors set the task of their further examination as one of the instruments of diminishing transaction costs of the company within the framework of information economy.

The authors analyze the influence of ecological factor on the economic development of a region. International experience shows undeniable advantages of applying ecologically oriented technologies, which include improvement of living conditions and standards of the population, value added increase, GRP/GDP increase, regional competitive growth. This will allow the strategically important for Russia Baikal Region (BR) to make rapid progress in the development involving the implementation of innovative scenario, distinguishing the areas of faster growth.
